First of all, you need to have your own Google Account which could be created easily. Once you have your own Google Account, you log in and submit your website or blogspot and wait for the reply. After google checked through your site or blogspot, they will send you an email saying whether your site is approved or rejected. It might probably take at least 1 or 2 days. Once you are approved, they will send you the links that could be posted in your site or blogspot.
